Step Three: Focus the Evaluation

Step 1 and Step 2 help prepare you to decide what to evaluate. In Step 3, stakeholders clarify the primary purpose and use of the evaluation and identify the most appropriate evaluation questions to ask.

  • Discuss and agree on the evaluation purpose and uses
  • Develop evaluation questions you will answer that are appropriate to your program's stage of development
    • Process evaluation documents program implementation relating to your program's inputs and activities
      • Sample questions:
          1. Are we reaching the target audience?
          2. Are we delivering the program as planned? If not, why?
    • Outcome evaluation measures the effects of the program on your short-term, intermediate or long-term outcomes
      • Sample questions:
          1. What is different as a result of our actions?
          2. Why did our program improve cardiovascular health?
